PARS Adds Distinguished California Educator to the Team

As PARS’ dedication and expertise spreads across the state, we welcome Dr. Dennis M. Smith, a former school superintendent, to the consulting team. With 38 years of experience in education, Dennis’ expertise and understanding of public education will provide valuable insight into how PARS plans can benefit school districts.

Dennis strongly believes in the importance of strategic planning to the success of a school district and its students. He was instrumental in the passage of two significant bond measures and implemented state-of-the-art programs and technologies to enrich student learning. In addition, he has had the opportunity to address educational policy at the state and national levels and has served as an consultant and expert witness, providing expertise on reorganization and management for school districts across the country.

Career Snapshot

Dennis has served in a variety of capacities in the K-12 system since 1978. Of his career serving schools, 26 years were spent as Superintendent of Laguna Beach USD, Cajon Valley Union SD, Irvine USD, Orange County Public Schools, FL, and Placentia-Yorba Linda USD. During this time he was honored with many recognitions and awards, including:

  • Top 100 Executive Educators in North America to Watch by the National School Boards Association
  • 89 Rising Stars in Southern California by the Los Angeles Times
  • Orange County Superintendent of the Year, Region XVII
  • 2011 Tracy Gaffey Leadership Award by the Association of School Administrators

Prior to his first appointment as Superintendent at Laguna Beach USD, he served as an assistant superintendent, principal, assistant principal and classroom teacher.

Even as Dennis leaves his position as Superintendent of Placentia-Yorba Linda USD, he will continue his dedication to the highest quality of education, by assisting superintendents by speaking at various associations and conferences across the country and joining PARS in our efforts to provide quality retirement solutions to schools and reward the employees who work diligently in the education system.
