2008 Legislative Calendar

Following are some important dates/deadlines for the 2008 Legislative year:

First, with the declaration of fiscal emergency, the legislature is called into session and has 45 days to pass a plan to address the fiscal emergency. If it fails to send the Governor a Budget correction plan within this period it is prohibited from acting on any other legislation or from adjourning until it does.

Jan 07 Legislators return to Sacramento from the interim recess. Policy committees begin hearing legislative measures introduced during 2007
Jan 08 Governor delivers his State-of-the-State address
Jan 10 Governor releases his proposal for the 2008-2009 State Budget. The Legislative Analysts office then releases its analysis of the Budget in late February
Jan 31 Last day for each house to pass bills introduced in that house during 2007
Feb 22 Last day for legislators to introduce bills. Bills can still be amended into something completely different, but no new bills may be introduced

May
Legislative Budget Subcommittees in both houses will hold hearings on the Governor’s budget proposals
Mar 13 Spring legislative recess is scheduled to begin
Mar 24 Legislators return to work
May 15 Governor’s May Revision is required to be released, updating state revenue forecasts and expenditure estimates to the January Budget Proposal
Jun 03 Statewide Primary Election
Jun 15 2008-09 Budget Bill must be passed by the Legislature by midnight according to the California Constitution
Jun 27 Last day for policy committees to meet
Jun 30 State Constitution requires that the Budget Bill be enacted by the Governor
Jul 03 Legislative summer recess begins if the Budget Bill has been enacted
Aug 04 Legislature is scheduled to return from recess
Aug 15 Last day for fiscal committees to meet and report bills to the floor
Aug 31 Last day for the Legislature to pass bills and send to the Governor
Sep 30 Last day for the Governor to sign or veto legislation
Nov 04 Statewide General Election
Dec 01 New Legislature reconvenes for the 2009-10 session
