As enrollment continues to decline across California, Local Educational Agencies (LEAs) are being asked to make difficult decisions while simultaneously serving students and supporting employees.

The 2026-27 State Budget emphasizes this reality with its updated Trailer Bill language built into the $5 billion discretionary block grant. LEAs with declining enrollment, or projected declining enrollment, must now hold a hearing to address how they plan to tackle this challenge moving forward.
