We’re thrilled to welcome John Gillison to PARS as a Senior Consultant within our California Cities team.
John, who joined PARS in July 2026, brings more than four decades of public sector leadership and municipal management experience to our Consulting team.

During his impressive career, John has served cities of varying sizes (ranging from populations of 10,000 to 180,000), from full service to contract services, with varying governance structures, providing him with a well-rounded understanding of the unique opportunities and challenges facing local governments.
Most recently, John served as City Manager for the City of Rancho Cucamonga. During his nearly 15 years in that role, John helped guide one of California’s fastest-growing cities while overseeing a broad range of municipal operations and fiscally stable long-term strategic initiatives.
